(July, 2010) The Bureau of Land Management (BLM) awarded YRCI a contract to provide Employee Relations (ER) services to their Eastern States Office in Springfield, VA. BLM is responsible for carrying out a variety of programs for the management and conservation of resources on about 245 million surface acres, as well as 700 million acres of subsurface mineral estate. These public lands make up about 13 percent of the total land surface of the United States and more than 40 percent of all land managed by the Federal Government. YRCI is helping BLM carry out performance-based actions to demote or remove employees for unacceptable performance, as well as provide advice in areas of alternative dispute resolution, such as mediation, fact-finding, and administrative inquiries.

(July, 2010) YRCI was awarded a contract by the Congressional Budget Office (CBO) to provide Human Resources (HR) support. CBO's mandate is to provide Congress with objective, nonpartisan, and timely analyses to aid in economic and budgetary decisions on the wide array of programs covered by the federal budget. YRCI will be assisting CBO by conducting a review of their Official Personnel Folders (OPF) to identify undocumented federal services, along with the SF-1150 leave records for such services. Additional duties include requesting OPFs from an employee’s prior federal agency or the National Personnel Records Center and merging paper copies of federal service records into the current OPF.

(July, 2010) The U.S. Department of Agriculture, National Resources Conservation Service (USDA-NRCS) awarded YRCI a Blanket Purchase Agreement through July 2013 to provide support in multiple HR functional areas, including recruitment and staffing, classification, and employee relations. YRCI will be performing a variety of HR tasks, including conducting job analyses, developing credit plans and vacancy announcements, position classification, evaluation statements, and desk audits.

(August, 2010) YRCI, as a subcontractor, was awarded a contract to provide support to the Bureau of Indian Affairs (BIA) Personnel Security Office. The Personnel Security Office is tasked with developing and implementing uniform and consistent policies and procedures to ensure the effective, efficient, and timely completion of investigations and adjudication relating to determinations of suitability and eligibility for logical and physical access to BIA systems and facilities for employees and contractors. BIA, as the primary Federal liaison with Tribes, is also tasked with providing the same services to Tribes and Tribal users who require access to federal IT systems, or routine, regular access to federal facilities. YRCI will be providing Senior Security Assistants to their Reston, VA and Phoenix, AZ locations. These individuals will focus on screening, reviewing, and scheduling background investigations. They will act as the onsite security liaison to a primary HR services office. Duties include processing investigations for public trust positions and national security positions, distributing security forms to candidates, and acting as a resource during the form completion process.

(February, 2010) The Millennium Challenge Corporation (MCC) awarded YRCI a five (5) year blanket purchase agreement (BPA) to provide support in a range of human resource (HR) functional areas. MCC is a Federal Corporation created under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act. MCC’s mission is to reduce poverty by supporting sustainable, transformative economic growth in developing countries that create and maintain sound policy environments. YRCI will assist MCC by performing tasks that will facilitate the ability of HR specialists to provide effective strategic advice, policy and customer service to MCC staff. YRCI will also assist in providing technical assistance to help MCC meet mandatory requirements and industry best practices in areas including HR policy development, classification, staffing, recruitment and hiring, position management, competency assessment and development, workforce development and training, leadership development, performance management, employee relations, compensation, employee benefits, and career path and succession planning. |

(February, 2010) YRCI, teamed with Serco Inc., was awarded a contract to provide business and analytical support the US Marine Corps, Manpower and Reserve Affairs, Office of the Director, Civilian Personnel Programs (ODCPP). The ODCPP is responsible for providing expert guidance and support to enterprise Marine Corps Civilian Human Resources Offices (CHROs) across the full range of human capital management processes and policies. The Department of Defense is currently engaged in several large-scale human capital initiatives. Among these is the conversion from the National Security Personnel System (NSPS) back to the General Schedule (GS). YRCI will provide assistance in their efforts to reclassify positions from NSPS back to the GS, position classification, and possibly other talent management efforts in support of critical hiring initiatives that may extend through fiscal year 2011. |

(September, 2009) YRCI was contacted with a request to provide staffing support to the Washington Headquarters Services (WHS), Human Resources Directorate (HRD). HRD is one of eleven Directorates of WHS, a Department of Defense (DoD) Field Activity. WHS HRD provides HR services for executive, political, military, and civilian personnel. YRCI was able to fill this position with a well qualified federal Staffing Specialist. This specialist, utilizing knowledge of the Defense Civilian Personnel Data System (DCPDS), works with WHS managers and customers to evaluate and perform operational functions within the area of federal staffing. Our specialist drafts new, and modifies existing, vacancy announcement templates, drafts recruitment actions, performs quality analysis, and issues certificates of eligibles to the hiring manager. |

(October, 2009) The US Fish and Wildlife Service (FWS) is a bureau within the Department of Interior (DOI). The mission of the Service is to work with others to conserve, protect and enhance fish, wildlife, and plants and their habitats for the continuing benefit of the American people. Because of several initiatives to provide additional HR management services beyond the capacity of the current HR staff, and in an effort to improve the timeliness and quality of personnel services and products, FWS has awarded a Blanket Purchase Agreement (BPA) to YRCI to provide a variety of HR support services. YRCI will support FWS in the areas of position classification and position management, compensation, recruitment and placement, and HR assistant and clerical support. |

(September, 2009) YRCI was awarded a five year blanket purchase agreement (BPA) with the Corporation for National and Community Service (CNCS), Office of Human Capital to provide a wide range of human resources support services. CNCS strives to improve lives, strengthen communities, and foster civic engagement through service and volunteering. The Office of Human Capital (OHC) provides policies, programs, and processes that facilitate the recruitment, hiring, development, and retention of a diverse, highly skilled, and effective workforce capable of accomplishing the Agency’s mission. Under the first task order of this BPA, YRCI is providing a Sr. HR Assistant to support CNCS in the areas of staffing and payroll and personnel processing. |

(November 2009) YRCI was awarded a contract with the Department of Veterans Affairs (VA) to provide staffing and classification support services. The mission of the VA is to provide veterans the world-class benefits and services they have earned - and to do so by adhering to the highest standards of compassion, commitment, excellence, professionalism, integrity, accountability, and stewardship. YRCI will be providing support to the Office of Acquisition and Logistics, Finance and Business Services. Our HR specialists are working with the VA to provide comprehensive operational human resources (HR) support services to its employees. Duties include a variety of HR tasks such as reviewing and writing position descriptions, preparing recruitment packages, evaluating applications for minimum qualifications, conducting rating panels, and preparing certificates of eligibles.
(August, 2009) YRCI was awarded a contract from the Department of Veterans Affairs to provide classification services from our SSC. Our classification specialists will make recommendations for changes to improve the quality of candidates referred and reduce lag time throughout the classification and recruitment process as well as advise managers in the development of accurate position descriptions. They will also develop job analyses, crediting plans, selective factors and other recruitment tools for a wide variety of positions.

(August, 2009) The Department of Labor (DOL) awarded YRCI a contract to provide temporary classification services from our Shared Service Center (SSC). YRCI’s senior classification specialists will be conducting high priority desk audits and classifying position descriptions. |

(April, 2010) The National Credit Union Administration (NCUA) awarded YRCI a contract to provide two (2) HR Staffing Specialists, and one (1) HR Assistant for the remainder of 2010. NCUA is an independent federal agency that charters and supervises federal credit unions. NCUA, backed by the full faith and credit of the U.S. government, operates the National Credit Union Share Insurance Fund (NCUSIF) insuring the savings of 80 million account holders in all federal credit unions and many state-chartered credit unions. YRCI will provide recruitment and staffing, position management, policy development and HR technical support.
(April, 2009) The National Credit Union Administration (NCUA) has contracted with YRCI to establishing a managerial pay banding system. Our senior level classification specialist will develop an additional “group” that will provide for greater separation between the current pay levels. This includes review of existing position descriptions and current policies. |

(April, 2010) YRCI was awarded a contract to provide temporary human resources (HR) services to the US Department of the Interior (DOI) University. YRCI’s Staffing Specialist is tasked with rating and ranking over 600 qualified applications for the Department’s Federal Career Internship Program and producing the certificates of eligible candidates for the selection official. DOIU’s Intern Programs provide a planned, systematic, competency-based approach to developing future leaders, at all levels, for the Department of the Interior. YRCI provided these same services in 2009, and due to the quality of service provided, received a follow on contract this year.
(April, 2009) YRCI was awarded a contract to provide temporary human resources services to the U.S. Department of the Interior University. YRCI’s staffing specialist is tasked with rating and ranking over 500 qualified applications for the Department’s Federal Career Internship Program and producing the certificates of eligible candidates for the selection official. |

(November, 2008) YRCI was contacted by Federal Management Partners (FMP) with a request to help them fill up to eight (8) positions within their organization, providing HR support to their federal clients. These positions needed to be filled in a very short timeframe, and YRCI was able to begin sending qualified candidates the same day the request for assistance was issued. In total, seven (7) candidates were sent to FMP within just three (3) days, and five (5) of those candidates presented received job offers from FMP, only days later. |

(September, 2008) The Peace Corps awarded YRCI a contract to provide support during the personnel phase of FERCCA. YRCI will assist with making the necessary corrections in the National Finance Center (NFC) database for processing, and documenting the results of the corrections made in the system. |

(September, 2008) The Department of Homeland Security (DHS)
has awarded YRCI a contract to support the Office of the Chief Procurement Officer
(OCFO) and the Office of Procurement Operations (OPO).
YRCI will assist OCPO/OPO in meeting their staffing goals, providing advice and support in the areas of staffing, classification, materials development, and awards processing. The contract includes one (1) base year and two (2) options years. |

(September, 2008) YRCI was awarded multiple contracts to provide support to additional mission areas of USDA. We are providing employee relations services in support of the Food and Nutrition Center (FNS)
in Washington, DC. The Office of the Chief Financial Officer (OCFO)
has expanded their contract to include classification and performance management
support. YRCI also provides classification support to the USDA Agricultural Research Service (ARS).
(April, 2008) – The U.S. Department of Agriculture (USDA) awarded YRCI a contract to provide Federal Employee and Labor Relations services for the Office of the Chief Financial Officer (CFO) located in New Orleans, LA. In addition, we provide classification services on an as needed basis, and have performed desk audits at multiple locations across the country.

(August, 2009) - When YRCI’s contract to provide supervisory training classes was scheduled to expire, Federal Student Aid (FSA) awarded YRCI, along with teaming partner ICF, a follow on contract to provide these services for an additional year. Team YRCI will continue to develop and deliver “Cornerstones of Supervision” classes in Washington, DC.
(September, 2008) The Department of Education, Federal Student Aid (FSA) awarded YRCI, teamed with ICF International, a new task order under YRCI’s existing BPA. This task order encompasses delivery of three 8-module supervisory classes titled “Cornerstones of Supervision,” in both Washington, DC and Chicago, IL.
(May, 2008) - The Department of Education’s (ED) Federal Student Aid (FSA) awarded YRCI, along with teaming partner COE (The Center for Organizational Excellence), an additional task order to provide program compliance reorganization under YRCI’s existing BPA. The purpose of the task order is to provide support in developing a reorganization package as well as a complete transition plan. The YRCI team will assist in preparing a communications plan regarding the reorganization, modifying of position descriptions, and conducting impact analysis on the costs associated with the reorganization.
(December 2007) - Federal Student Aid (FSA) has selected YRCI along with teammate, COE (The Center for Organizational Excellence), to perform the work for a new task order established under YRCI’s existing BPA with FSA. The purpose of this task order is to evaluate FSA’s current staffing levels and skill mix, and propose alternative strategies to optimize operational performance or to reorganize business units. Through a comprehensive analysis of FSA’s organization, operations, and goals, the YRCI Team will compile a Baseline Report of current conditions and a Workforce Optimization Report outlining suggestions for organizational improvement.
(June, 2007) – The Federal Student Aid awarded YRCI, along with teammate Performtech, a task order established under YRCI’s existing BPA for the development and enhancement of Student Aid Essentials Curriculum activities in conjunction with the Workforce Development Services staff members and other FSA subject matter experts. The base period ended in May, 2008, and FSA has exercised the first option year.

(August, 2008) The United States Coast Guard (USCG)
has exercised their second of four (4) option years for YRCI to provide HR services support in Washington, DC; Baltimore, MD; and Arlington, VA. Additionally, in response to USCG needs, YRCI has expanded their areas of support to now include two (2) Payroll Processors and troubleshooters.
(April, 2008) Another USCG contract was awarded to YRCI to provide the full range of technical and administrative human resources management services relating to classification. The support is being provided to USCG located in
Norfolk, Virginia. YRCI personnel modify and edit existing position descriptions (PDs), draft new PDs, prepare workforce profiles, line charts, OF-8 PD cover sheets, and archive PDs, job classifications and other relevant data in an electronic library, as well as establishing a hard copy binder of all PDs, as required. The individuals classify PDs and prepare associated evaluation statements for all Agency positions in accordance with OPM Classification Standards, including Supervisory, Team Leader, Wage Supervisor and Wage Leader guides.
The U.S. Coast Guard (USCG) has not only decided to exercise their first option year on YRCI’s current classification project (awarded in March 2006), but has also added an additional classification and staffing position. Beyond the extension and growth of current projects, USCG awarded YRCI a contract to provide retirement counseling at multiple sites nationwide.
In addition to the contract awarded in March 2006, the U.S. Coast Guard
has also awarded YRCI a firm fixed price contract to provide administrative support services to their Civilian Human Resources Office. More specifically, YRCI has been tasked with the audit and cleanup of Official Personnel Folders (OPF), Electronic Official Personnel Folders (EOPF), and Employee Performance Files (EPF). This contract includes a base year and four (4) option years.

(August, 2008) the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) awarded YRCI, along with teaming partner Federal Management Partners, a BPA to provide human resource support services to the NOAA Workforce Management Office (WFMO). YRCI will provide support to NOAA WFMO facilities in Silver Spring, MD; Seattle, WA; Boulder, CO; Norfolk, VA; and Kansas City, MO, in the areas of Position Management, Staffing and Recruitment, Employee/Labor Relations, Personnel Action Processing, Workforce Planning and Awards Programs. |

(September, 2009) The Department of State awarded YRCI an additional task order under the previously awarded BPA to provide staffing and recruitment support to the Bureau of Human Resources, Civil Service Human Resources Management (CSHRM). YRCI is supporting the Department’s initiatives to standardize vacancy announcements, job analyses, and crediting plans, utilizing the associated position descriptions (PDs) contained in the Automated Classification and Recruitment System (ACRS).
(August, 2009) YRCI was awarded a task order under our blanket purchase agreement with the Department of State to provide human resources services. Our HR Specialist will be providing support in consolidating HR services for designated Bureaus within the Department.
(August, 2008) The U.S. Department of State (DOS) awarded YRCI a five (5) year Blanket Purchase Agreement for Human Resource Management Services. YRCI will provide human resources administration, management and support.

(April 2010) YRCI was awarded an additional contract with NASA’s Goddard Space Flight Center (GSFC) to provide staffing and classification services. GSFC is home to the nation's largest organization of combined scientists, engineers and technologists that build spacecraft, instruments and new technology to study the Earth, the sun, our solar system, and the universe. YRCI’s four (4) Classification Specialists will conduct a classification review at the request of Center Management to initiate new positions, re-describe positions, or accrete current positions at the Center. Duties of our two (2) Staffing Specialists will include advertising positions, developing job analyses, determining qualifications, preparing certificates, presenting job offers to applicants, documenting personnel actions, and providing HR advisory services on staffing and classification. This project is under the direct scrutiny of the Center Director. YRCI was chosen because it is a very high profile project, and our past experience with GSFC has proven our ability to furnish NASA with highly qualified HR Specialists.
(June, 2009) In addition to YRCI’s existing contract with NASA, YRCI received a new award to provide two additional full time Classification Specialists. YRCI personnel are providing these classification services to the Goddard Space Flight Center in Greenbelt, MD.
(August, 2008) YRCI received a modification to the contract with
NASA to hire additional classification support within the HR office.
(January, 2008) - YRCI has been awarded a contract to provide Federal
Classification Specialists to the National Aeronautics and Space Administration’s (NASA’s) Goddard Space Flight Center. These Specialists will assist in the areas of workforce research and analysis for the Office of Human Capital Management. Specifically, they will develop competitive level definitions and data elements, analyze position descriptions (PDs) and assign competitive levels to the PDs, identify the field of expertise needed for subject matter expert panels that will assist in developing competitive level definitions, and create a project schedule and presentation to inform and educate supervisors/managers regarding position review and understanding the supervisor responsibility and competitive level process. |

(June, 2008) YRCI has been awarded a contract to provide temporary staffing and classification services to the Export-Import Bank of the Unites States. Our HR Specialist conducts job classification and job analysis, develops crediting plans and posts vacancy announcements on OPM’s USAJobs. YRCI then reviews all applications, determining minimum qualifications and applying veterans’ preference and ICTAP eligibility as necessary. Our specialists rate and rank applications and prepare the certificates of eligibles following both Merit Promotion and Delegates Examining rules and regulations. |

(June, 2008) The Federal Mine Safety and Health Review Commission (FMSHRC) contracted with YRCI to provide support and advice on HR Policy. YRCI personnel review agency performance standards, requirements and appraisals to ensure compliance and currency of data. Additional tasks are to create, write and package a handbook for agency supervisors for use with their employees, and to provide assistance to agency supervisors in order for them to put together performance standards that are not numerically and error based. |

(September 2007) - The National Institutes of Health (NIH)
has contracted with YRCI to provide HR services under a Blanket Purchase Agreement (BPA). The work began with staffing services being provided to NIH’s National Institute of Allergy and Infectious Diseases (NIAID). Currently, YRCI provides Recruiters, Staffing and Classification Specialists, HR Generalists, DEU Auditors as well as program support to NIH’s Client Services Division, which services all Institutes within the agency. |

(June, 2010) - The National Gallery of Art awarded YRCI a blanket purchase agreement (BPA) to provide human resource (HR) support to the Personnel Office. The National Gallery of Art is designed to serve the United States by preserving, collecting, exhibiting, and fostering the understanding of works of art, at the highest possible museum and scholarly standards. On a task order basis, YRCI will be providing support in the areas of employee relations, workforce analysis and human capital planning, classification, staffing, and policy development. The contract is for one year with four one-year option periods.
(June, 2008) - YRCI has been awarded a contract to conduct job analysis, develop crediting plans, and perform manual qualification determinations for a variety of positions to support the National Gallery of Art’s
staffing unit. Support will be provided by YRCI’s Shared Service Center, on an as needed basis.

(June, 2008) - The Department of Education (ED)
selected YRCI to conduct a comprehensive position management and classification review of the structure and classification of positions within ED’s Office of Postsecondary Education (OPE). This will be a 100% position review affecting the entire OPE competitive service workforce located in the Headquarters component.
(March, 2008) - The Department of Education (ED)
has awarded YRCI a contract to provide Employee Relations (ER) services. ED requires the services of on-site professionals to perform actual departmental case work. The focus will be to provide technical support and advisory counseling services for disciplinary, adverse and performance-based actions. Additionally, on-site support is needed to include the review and organization of official files along with the development and implementation of a system for tracking litigation holds and other information. YRCI staff will also be updating the in-house case tracking system. |

(July, 2009) Since July of 2006, YRCI has been providing HR support to the Nuclear Regulatory Commission (NRC) under a 3-year Blanket Purchase Agreement (BPA). When the BPA expired in July 2009, NRC put a bridge contract into place to continue services for an additional six to twelve month period. YRCI currently provides support in the areas of staffing, classification, and Official Personnel Folder (OPF) maintenance. NRC has stated they have found the quality of YRCI staff to be of the highest caliber in terms of technical expertise and responsiveness.
(July, 2009) YRCI, teamed with ICF International, participated in a task order contract competition through the Office of Personnel Management (OPM) Training and Management Assistance (TMA) for NRC. Our team was awarded a new contract to provide benefits and recordkeeping services for a period of one base year with four option years.
(October, 2007) After more than a year of successfully providing excellent employees to the Nuclear Regulatory Commission (NRC),
they have decided to continue working with YRCI under the HR BPA established in the spring of 2006. NRC has issued a new task order to continue the services of YRCI’s Staffing and Classification Specialists.
(2006) The Nuclear Regulatory Commission’s (NRC’s) Office of Human Resources awarded YRCI a 3 year Blanket Purchase Agreement (single award BPA) to provide staffing, recruiting, position classification, position management, labor and employee relations services, development of human resources programs, conduct workforce analysis, and prepare and revise human resources policy/procedural guidance. |

(March, 2008) - The Securities and Exchange Commission (SEC),
selected Federal Management Partners, Inc. (FMP) and teaming partner YRCI to support their Human Resources Project Management Office (PMO). The purpose of this project is to provide PMO support for a range of human resource functions and activities to the SEC Office of Human Resources. To accomplish this objective, FMP and YRCI will review and improve processes related to benefits, retirement, and OWCP. At the same time, support will be provided in the areas of Employee Benefits, Human Resources Systems and Strategies, and Worker’s Compensation Program Administration. |

Since 2003, the National Science Foundation (NSF)
has counted on YRCI to be responsible for providing the full range of support services for staffing, classification, processing personnel actions, and general HR technical support for this organization of approximately 1,600 employees. In the beginning, we provided 1.5 Full Time Equivalents (FTEs) to assist the Division of Human Resource Management in the Office of Information and Resource Management, and have since grown this project to include 15 on-site FTEs, including one (1) Project Manager, and; six (6) off-site, part-time employees. Our staffing team provides comprehensive Delegated Examining Unit (DEU) and Merit Promotion Plan (MPP) services using the Monster automated systems QuickHire and Hiring Management Xi.
