Marcia Salkeld, President of YRCI HR Services
Ms. Salkeld joined YRCI in April 2002. As President of HR Services, she is responsible for developing, managing, and ensuring the growth of YRCI’s HR Services division. Through her leadership, YRCI has provided HR services to more than 50 federal agencies across the United States. She has built a successful leadership team that understands the demands of today’s federal HR market. YRCI HR Services’ exceptional reputation stems from Ms. Salkeld’s ability to transform customer requirements into highly successful projects.
Linda Sue Wever, Director of Federal Business Development
Ms. Wever joined YRCI in 2003. She has worked for over 19 years providing supplemental personnel to the federal government either augmenting existing staff or providing full turn-key solutions. Her job has been to act as the liaison between federal representatives and contract employees. Ms. Wever’s experience includes project management duties, proposal writing and coordination, oversight of all YRCI HR Services business development activities, along with developing, servicing and maintaining relationships with public sector individuals. She has a proven ability to manage projects to achieve goals and a demonstrated talent for identifying and solving problems.
Greg Free, Director of Recruiting
Mr. Free joined YRCI in October 2005. As Director of Recruiting for HR Services, he is responsible for the professional development and leadership of the groups’ recruiting team. Under his direction the recruiting team has provided exceptional support in a tight market while building relationships at federal agencies to prepare YRCI for future growth. Mr. Free draws from over 15 years of recruiting experience in the federal marketplace to strategically plan the direction and scope of recruiting efforts in the federal HR space.
Michael Tomasulo, Director of Contracts
Mr. Tomasulo joined YRCI in 2003 and brought with him more than 30 years of professional experience at Northrop Grumman Corporation and the Defense Contract Audit Agency (DCAA). During his career he has held various positions of increasing responsibility within large-scale contractual/business management/finance infrastructures. These positions required excellent negotiation skills and considerable knowledge of: contracts, pricing and compliance laws and regulations; subcontracts and procurement; planning and budgeting; performance measurement, program management; accounting; administration; facilities and property management. Mr. Tomasulo has been integrally involved in developing and implementing business strategic goals/plans and assessing and measuring organizational performance through use of business process reengineering techniques. He is experienced in the entire bid and proposal process; from reviewing solicitations and evaluating potential teammates, to formulating viable win strategies. Mr. Tomasulo also has extensive experience in proposal development, pricing and estimating, contract administration and performance measurement.
Rick Cooley, Federal Program Manager & Senior Advisor
Mr. Cooley has been the Federal Program Manager & Senior Advisor at YRCI since February 2003. He has managed projects for USCG, DHS, FEMA, HUD and other federal agencies. He advises other YRCI Project Managers on contract requirements, providing them with technical direction and assistance in managing their operations. Mr. Cooley is responsible for relationships with clients, communication among all parties involved in the projects, quality assurance and reporting, recruitment and selection of staff, and training and development of YRCI employees assigned to federal HR contracts. Additionally, Mr. Cooley assists the Business Development Office in preparing and pricing contract proposals and staffing projects. Mr. Cooley is a retired federal HR Manager with over 30 years of experience in providing HR services to a wide variety of departments and agencies.
